YWCA’s Free Preschool Program provides education, resources, health and nutrition services, family support, advocacy training, and parent education at three locations within the Spokane area for youth 3 and 4 years old and their families.

What Is Conscious Discipline?

The Conscious Discipline Brain State Model is a multidisciplinary approach based on three distinct brain-body states in adults and children that drive behavior. This model empowers us to be conscious of brain-body states in ourselves and children. It then provides us with the practical skills we need to manage our thoughts, feelings, and actions.

With this ability to self-regulate, we are then able to teach children to do the same. We help children who are physically aggressive (survival state) or verbally aggressive (emotional state) become more integrated so they can learn and use problem-solving skills (executive state).

When we understand the brain state model, we can clearly see the importance of building our homes, schools and businesses on the core principles of safety, connection and problem-solving.

Q: What does this program cost to parents and caregivers?
A: ECEAP is a zero-cost program.

Q: Is every child eligible for ECEAP?
A: Eligibility is based on age and family income.

Some children are eligible who have multiple support needs which may include environmental factors, such as:

  • homelessness
  • family violence
  • chemical dependency
  • foster care
  • incarcerated parents

and/or developmental factors, such as:

  • developmental delay
  • being in an Individualized Education Program
  • other special needs

Children with disabilities who qualify for special education services and/or previously participated in certain birth to age three programs are also eligible for ECEAP.

After eligibility is determined, children are prioritized for enrollment as space is available.

Q: What is the age range?
A: Enrolled students must be 3 to 4 years old.

Policy Council

In the Policy Council, parents and community members work together with ECEAP staff to educate legislators about the positive effects for children and families with ECEAP. Learn more about Parent Advocacy
